Brussels [ENA] The annual meeting of European regions and cities starts today 9 October at 14:30 in the European Parliament in Brussels. For the 15th edition of the European Week, the organizers have envisaged an unusual Opening Session in the EP Hemicycle. Un-registered participants can follow via web streaming. The Opening Session will officially kick-off a programme of 130 workshops spread across some 30 Brussels-based venues.

Over 5 600 people and 800 speakers are registered for this four-day event on EU regional policy. In 2017, the European Week of Regions and Cities goes local and takes part in the discussion on the future of Europe with its local events. The objective of the local events is going local, listening and reporting back to Brussels on citizens’ concerns and proposals on what the EU should become. Efficient public procurement, among other things, is a challenge to many Member States. Anomalies and lengthy procedures, as well as inadequate administrative capacity are examples of the problems encountered. So far countries and their administrations have created solutions to many common issues.

The intention of the EU Commission is going to present a new tool for the sharing of good practices in order to better the conformity and quality of public procurement across the EU. The e-library will for the first time be presented to the public during this edition of the European Week of Regions and Cities. At the workshop "Procurement for better results: sharing of good practices" the audience will have the opportunity to discover its aspects and functionalities. Public procurement practitioners from 3 different Member States will then present their practical solutions and specific results in various areas such as standardized tender documents, featuring the Luxemburg’s IT solution for generating tender documents automatically.

Skills and competency framework for professionals will focus on the Croatian training scheme. Lifecycle costing tool will be concerned to get more from the Swedish experience and approach. In the context of projects co-funded by the European Structural and Investment (ESI) Funds, sharing of good practices in the area of public procurement is estimated to produce a number of tangible benefits for those involved in the process (contracting authorities, economic operators, etc.): improved efficiency and effectiveness, better value-for-money and less administrative burden are only some of them. The e-library is a deep research and analytical work and is one of the follow-up actions to the study on administrative capacity across the EU.
